Cost Effective and Impactful
Ensuring that the HCDE is cost effective and impactful means that students will be best served across our county.

Quality Learning Programs
Quality learning programs are provided by federal grants such as Head Start, started in 1965 as part of the War on Poverty, and similar programs to supplement academic learning. In 1995 early head start was introduced to support student learning.

Accessible to the Community
The availability of local educational programs across the 25 school districts means that students have opportunities for academic enrichment in order to excel in school.

Boost Educational Value
The affordability of these programs for the community ensures their continuity and ensures supplemental learning by students and all 25 Independent School Districts) ISDs in Harris County.
About the HCDE

The Harris County Department of Education is a public entity dedicated to helping meet the needs of uniquely challenged learners and school staff in the state’s largest county through innovative programming and support services. HCDE directly serves approximately 30,000 students with four alternative campuses,therapy services provided in local schools, 13 Head Start centers for early childhood education, after-school programming in dozens of community and school settings and the oldest adult education program in Texas.
Mission: Harris County Department of Education supports Harris County by enriching educational opportunities and providing value through services.
Goals: HCDE will:
- Impact education by responding to the evolving needs of Harris County;Deliver value to Harris County by utilizing resources in an ethical, transparent, and fiscally responsible manner
- Advocate for all learners by using innovative methods to maximize students’ potential
- Provide cost-savings for school districts by leveraging tax dollars; and
- Recruit and maintain a high-quality professional staff
Goals: HCDE will:
- 25 Independent Schools Districts (ISDs) in Harris County: HCDE is a service provider
- Services include compiling and distributing comprehensive school calendars and other key dates for all the districts in the county
- Specialized programs to support students in Harris County
