November 2026 HCAD Board Election
BBeverly Barrett: Standing for good governance on board matters – for Harris Central Appraisal District (HCAD) 1
Thank you for your prior support for the Harris County school board, and I was honored with your support the primary election earlier this year. Serving on the HCAD Board is another way to participate in public service and serve our community, in the largest county in Texas.
Integrity & Transparency
Open, ethical, and transparent governance — put public trust at the center of every Board decision.
Clear communication with taxpayers about how property values are determined and how HCAD operates.
Fair and impartial processes — treat taxpayers, businesses, and property owners consistently and equitably.
Strong oversight and ethical standards — ensure decisions are based on facts, law, and professional appraisal standards. Listen to taxpayers and communities — make HCAD more accessible, responsive, and understandable.
Accountability & Efficiency
Responsible stewardship of taxpayer-funded resources — deliver value for every dollar in HCAD’s budget.
Measure performance — establish clear goals for appraisal accuracy, taxpayer service, response times, and appeals.
Modernize operations and technology to reduce unnecessary costs and improve service.
Streamline the protest and appeals process while protecting every taxpayer’s right to a fair hearing.
Hold leadership accountable for results while respecting the professional role of HCAD staff.
Local Knowledge & Accuracy
Local knowledge matters — Harris County’s neighborhoods, housing markets, commercial districts, and communities are diverse.
Accurate, equitable, and consistent appraisals should be the foundation of public confidence.
Use the best available data and professional appraisal practices to reflect real market conditions.
Recognize differences across Harris County — one-size-fits-all approaches can produce inequitable outcomes.
Continuously improve appraisal methods through data analysis, technology, quality controls, and professional expertise.
